SEPTEMBER 2017 HOA MEETING

Our fall meeting is scheduled for Thursday, September 14, 2017 at the Miller Library @ 7 pm. Howard County Department of Traffic Engineering has been invited to talk about our street light replacement project. Come to the meeting to learn more about the project slated to start this fall. Please mark your calendars.

VOTING MEMBERSHIPS ARE DUE

You can still gain voting privileges for 2017 by paying your $75 fee for voting rights. Please reach out to me or any board member and we send you a new invoice.

BLOCK CAPTAINS

Thank you to those 30 individuals willing to serve the community. We have a very enthusiastic group signed up to be ambassadors for their streets and the community. Be on the lookout for your street’s role in the light replacement project. Thanks to everyone that volunteered and those that stayed on board.

COMMUNITY PICNIC

The TVO I Community Picnic is scheduled for Saturday, August 26th from 3 pm to 7 pm. It will be at our Pebble Beach Recreational space near The Concord Court. We have a moon bounce, volleyball, and a great opportunity to celebrate school reopening and connecting with your neighbors. It is important for us to get a head count – please respond to Alexandra Cratin @ alexandracratin@gmail.com or to turfvalleyoverlook@gmail.com. RAIN DATE is August 27th.

TRAFFIC MODIFICATIONS

The County will conduct a speed study in September in response to our request for help. Please be on the lookout for the boxes on Pebble Beach and Boca Raton. The boxes count speed and volume of cars. The County guidelines requires that the average speed exceeds 10 MPH and a volume of 1200 cars per day before they take action on the issue. In the past our volume has been too low, so speed can be our ticket!

NOMINATING COMMITTEE

According to our bylaws, we should name a nominating committee to assemble/ nominate a slate of officers to be voted on in March 2018. If you are interested in serving on the 3 to 5 person committee, please let me know @ jamesbrown_923@hotmail.com.

SCHOOL REDISTRICTING/ Adequate Public Funding Ordinance (APFO)

This issue impacts our neighborhood and home values!!! This is a real complicated issue which started with schools. Most people think it is only about school overcrowding, that is the biggest misconception about this campaign. The issue quickly morphed into an evaluation of APFO which determines funding for public infrastructure. APFO impacts roads, libraries, schools, parks, etc. For example: Everyone has noticed the increase in weekend traffic on HWY 40. 🙂 For brevity, please visit the following links to learn more about this issue.

MARCH 2017 HOA MEETING – DATE TBD

TVO I is currently setting the date for our March 2017 meeting. The agenda is still being determined. Some discussion points are ways to rejuvenate our block captain system, how to partition the neighborhood for an effective block captain system, how to pursue additional neighborhood lighting, and more. The unapproved minutes from the September 2016 meeting will be distributed along with an agenda. Watch for the date announcement.

VOTING MEMBERSHIPS ARE DUE

2017 voting membership invoices will be sent out soon – most likely prior to the March meeting. As a resident of TVO I, your homeownership make you an automatic member of the community HOA. Your annual dues activates that membership by granting you voting privileges on any neighborhood issues for the year. Remember one vote per house.

NEW NEIGHBORS

Our neighborhood continues to grow. We average 10 new neighbors each year. We ask each of you to help us connect with our new neighbors. Make sure you send them to our website and suggest they join the email communication group. We need your help in keeping current with our new neighbors. Thanks.

DOGGIE DUTY

Thank you to the majority of you that honor this and pick up your dog waste. We appreciate it!

There are always a few complaints about unbagged dog waste and bags being left behind. This is a violation of Howard County Code. Here is a excerpt of the county ordinance.

HOWARD COUNTY ANIMAL CONTROL LAWS SECTION 17.300 summarizes the selected requirements of the county’s Animal Control Laws with which all animal owners should be familiar. Included in the law is this requirement:

  • Owners are responsible for removing pet defecation when off their own property.

Violators of the Animal Control Laws may be subject to civil monetary penalties ranging between $25-$500, criminal penalties, including incarceration, pet impoundment, and/or mandatory appearances before the Animal Matters Hearing Board.

A citizen who has personally observed a violation may wish to file an affidavit. The affidavit accompanies the issued citation. An affidavit may not be filed anonymously. The complainant must be identified by name, address and telephone number on the affidavit.

The TVOCA prefer that you attempt to work with your neighbor. It helps to keep the tension down. In short, be courteous to your neighbors. Pick up after your dogs and take your bags with you!!

HALLOWEEN PARADE
The annual TVO I Halloween Parade is scheduled for Friday, October 28th at 7 pm. The parade will start at Dunes Drive and end in Congressional Court. The Marriott’s Ridge High School (MRHS) Marching Band will lead all of the neighborhood ghosts, ghouls, and goblins down Pebble Beach Drive to Boca Raton and end up in Congressional Court.

The HCPD and HCFD will be on hand as well for safety reasons. We ask that all residents help us by clearing all cars and leaf bags from the parade route on that night.

We are in need of 4 – 6 volunteer parade marshals to be positioned along the parade route. This involves wearing an orange vest and being seen throughout the parade route. This is a great opportunity for high school students to get service hours. So if you wait for the parade at a certain location, stick a vest on and be a marshal. Contact a Kevin Powell or James Brown for additional details and to volunteer.

Donations will be collected to support the MRHS Marching Band.

CONTROLLED DEER HUNTS
The Howard County Department of Recreation & Parks has announced its Fall 2016 /Winter 2017 schedule for managing the deer population through bow and shotgun managed hunts and sharpshooting.

The first hunt is scheduled for Tuesday, October 18th. The hunt hours will be from dawn until noon. Please exercise caution if you are walking near the park that morning. Hunts are also scheduled for November 1, 2016 and January 31, 2017.

2016-2018 TVO I BOARD OF DIRECTORS

CONGRATULATIONS!!!! We have a 2016 -2018 TVO I Board of Directors!! We were able to approve the new board through Article 7 Section 5 of the Bylaws. The outgoing BOD approved the incoming BOD. The Board was expanded to eight people this year as an effort to get more people involved with leading our community. We were able to have a successful consecutive election with a full state of officers in 2016 and 2018. I would like to thank everyone that volunteered to serve our community.

We are building momentum! As we continue to strengthen our neighborhood, TVO would like to see all of you "email" ers and callers at the next meeting in April 2017. There is so much more we can accomplish with you being present! Get involved!!

TVO YARD SALE

On behalf of the current Board of Directors and the neighborhood, I would like to thank Tammy Brown for her effort in coordinating our annual yard sale. This was the biggest yard sale in recent memory and we were happy to have our TVO II neighbors join us. Thank you to all those households that participated. We are looking forward to next year’s event.

LEAF PICKUP

Howard County does not clean up the leaves in our neighborhood. It is each neighbors responsibility. We expect each neighbor to clean in front of their home periodically to maintain a manicured appearance. As a reminder, plastic bags are no longer acceptable by the waste company. Leaf and yard waste is picked up on Thursdays.

COMMUNITY MONEY AVAILABLE

Team up with your neighbor and plan a holiday party/open house. I have heard stories of neighbors talking (really talking) for the first time in years . Understandable! Lives get busy and you only see your neighbor in passing. The block/holiday party is a great way to reconnect. Reach out to a Board member! All requestors can receive up to $250 for their event. We do not cover any alcohol receipts.

DOG RESPONSIBILITIES
When you walk your dog and the dog leaves a deposit on your neighbor’s lawn – it is your (the person walking the dog) responsibility to pick up the deposit and take it with you to a trash receptacle. Please do not leave it behind – the deposit or the bag. There is a $500 fine if you are reported to the County.

FRONT ENTRANCE LIGHTING PROJECT APPROVE
This project was approved by the new Board to replace the light fixtures and update to LED bulbs. The current system uses metal halide bulbs and is becoming quite the dinosaur. We will be applying for a rebate from BGE since we are moving to an energy efficient source. This should be completed in the next 60 days or so.

FRONT ENTRANCE UPGRADE

It looks great already!! Work begun today to replant our front entrance. The landscaping company removed the overgrown holly trees behind the monuments and started cleaning out the center median. A $12,000 design project and budget was approved at the March 2016 HOA meeting. The new look will include new plants, shrubs, perennials and annuals, for the entire front entrance. This is the first overhaul of the front entrance since the neighborhood was developed.

The project is being led by Alexandra Cratin and Natalie Goebel. Thank you ladies for your hard work and commitment to seeing this to completion.

BOARD ELECTIONS

Due to a lack of nominees for the 2016 – 2018 board, the March elections have been postponed until our September 2016 meeting. We will be launching a recruiting effort to build the 2016 -2018 board members. This is a great way to give back to the community, so, think about getting involved. It is a great experience. Contact any board member to ask questions.

MARCH 2016 – TVO I MEETING

TVO’s March meeting went very well. We had about 20 to 25 people including members of the Board of Directors.

The unofficial meeting minutes and financials will be available in the next 30 days. We currently have $31,000 in our coffers. Monies for the landscaping project has been removed. We are looking for additional improvement projects.

SPEED ISSUE

We have numerous studies to support that people are driving above the speed limit in our community. We have been unsuccessful in getting the County to put up additional stop signs along Pebble Beach and Boca Raton Dr. Unfortunately, our car volume does not qualify us for calming strips. In Howard County, the lowest posted speed limit in residential areas is 25 MPH. Residential speeds should be 10 to 15 MPH – if you agree, call Councilman Greg Fox and complain!

The Police and The Traffic Engineering Department suggest that we start educating our neighbors. SLOW DOWN. Please SLOW DOWN. The weather is changing and the kids will be outside again. SAFETY FIRST!!!! Watch out for the kids! Be safe.

VOTING MEMBERSHIPS ARE DUE

We are up to 120 homes that are voting members for 2016. Our goal is to add at least 80 more homes before the September meeting. Your vote is very important to the sustainment of the neighborhood and development of services. Please submit your invoice ASAP. Need an invoice, let me know.

REMINDER: As a resident of TVO I, your homeownership make you a member of the community HOA. Your annual dues gives you voting privileges on any neighborhood issues presented for a vote during the calendar year. No dues equals no vote on neighborhood issues.

PLAYGROUND REPORT

Exploration of a playground is currently postponed. The playground is a long term project that requires a lot of coordination with our neighbors and the County. This will be an uphill climb.

Here is what we currently know:

1. We do not own any land to locate a playground. A partnership with the County is essential.

2. The County remembers the battle of 2004. We all would like to skip a repeat performance.

3. The County does not have money in the 2016 budget. We would have to petition them for a capital expenditure.

4.. Some TVO neighbors are against a playground. We need to survey the community.

5. We have pledged support from neighboring HOA’s.

Needless to say, this requires some organizing. We are seeking volunteers to assist with this campaign.

PARK TRAILS REALIGNMENT

The pedestrian trails at David Force Park are user-defined at this point and are not currently maintained by the County Parks. However, the existing trail system requires assessment and a realignment. According to County Officials, no maintenance is scheduled for the trails until the realignment activities are complete. The project is not scheduled at this point but the County understands and accepts that there is a need to improve the pedestrian trails.

TVO MYTH: LEAF SERVICE

TVO I does not provide a curbside leaf pickup serviceThe HOA has never provided this service. Although, we have explored this as a service, it is way too expensive and we cannot afford it!! To complete our TVO I section of homes -316 residences to be exact- the estimated cost is $30,000 per pickup. We cannot afford a leaf pickup as an HOA; unless we raise dues – alot.) Therefore, each home is responsible for leaf cleanup along their curbside.

The misconception involves the street sweepers. I heard it when I moved in and I am sure others heard that the County would sweep the leaves. Well, the county will sweep the street but not the leaves. Here is an excerpt from the Howard County Public Works website, "Howard County’s street sweeping program is designed to help prevent street dirt from reaching the waterways and the Chesapeake Bay. Sweepers are not designed to pick up leaves. Large quantities of leaves will clog sweeper filters, spreading the leaves over a large area. Sweeper operators will avoid areas of curb containing an excessive number of leaves."

All five (5) Board positions are open! A nominating committee will be named by January 2016. A Board of Directors election will be completed at the March 2016 meeting. Please submit your name if you are willing to serve in a leadership role for the community. The nominees selected by the committee will be presented in early 2016 for a vote. NO LEAF SERVICE AVAILABLE

Howard County does not provide a curbside leaf pickup service. All leaves are the responsibility of each home owner. Please dispose of the leaves in paper bags.

YARD TRIM – NO MORE PLASTIC BAGS

In the August newsletter from Howard County Recycling Division, yard trim will no longer be accepted in plastic bags.Effective January 1st, 2016, yard trim in plastic bags will not be collected. For more information, visit www.HowardCountyRecycles.org or call 410-313-6444.

COMMUNITY MONEY AVAILABLE

Money has been appropriated to have some type of neighborhood party/activity. Team up with your neighbor and plan a holiday party, cookout, or something. Reach out to a Board member or contact your block captains! All requestors can receive up to $250 for their event.

HALLOWEEN PARADE

The annual TVO I Halloween Parade is scheduled for Wednesday October 28th at 7 pm.The parade will start at Dunes Drive and end in Congressional Court.

Volunteer parade marshals are needed for along the parade route. This involve wearing an orange vest and being seen throughout the parade route. This is a great opportunity for high school students to get service hours. So if you wait for the parade at a certain location, stick a vest on and be a marshal. Contact a Kevin Powell or James Brown for additional details and to volunteer.

Donations will be collected to support the MRHS Marching Band.

2016-2018 TVO I Board Elections

A Board of Directors election will be completed at the March 2016 meeting. A nominating committee will be named in the coming weeks. All five (5) Board positions are open! PLAYGROUND INTEREST SPIKES

Several neighbors have expressed an interest in exploring a community playground. It was agreed upon that we would form an exploratory committee to see what is involved in getting this initiative launched. TVO I has spoken with the County Parks and Recreation Department for the next steps. We need to submit a letter asking them to revisit the old plan.

Most importantly, we need to organize as a community to get the neighborhood support. David Igla (Dunes Drive) has volunteered to be the neighborhood point of contact. He will work with the BOD and community to advance this issue. He will be communicating with the neighborhood very soon. Thanks David for your willingness to lead this effort.

HCPD COMMUNITY RESOURCE OFFICERS SPEAK TO TVO I RESIDENTS

Officer Bonita Linkins and Sgt. Stephanie Walls presented at our September TVO I meeting. The officers shared a lot of good information with us. There are several initiatives in action to improve police visibility throughout the County. I will be sharing pieces of information with you through our emails and on our Facebook page – https://www.facebook.com/turfvalleyoverlook1. Here is the first topic:

INCIDENT REPORTING: Please file a report with the Howard County Police for any incident including but not limited to loitering, vandalism, car break in, and robbery. The officers insisted that we file a report so they are aware of the issue and to determine whether patrolling is necessary.
