TVO HOA MEETING

TVO I HOA meeting is scheduled for Tuesday, September 22, 2015 from 7 pm to 8:30 pm in the Miller Library. Some discussion points will be to purchase a new contact database, street lighting, playground task force, speed education campaign, 2016 TVO elections, and the bylaws revisions. We have confirmed participation from our HCPD Neighborhood Resource Officer.

The March 2015 meeting minutes and the September Agenda will be available this week. Project updates will be sent prior to the meeting so that we can focus on strategy at the meeting. Proxies can be submitted.

MOSQUITO TREATMENTS

If you are having issues with mosquitoes in your backyard and your home is near County land, you can call the MD Dept of Agriculture to treat the standing rain water near your home. Because it is county land, they will come and check the water and treat it, if needed.

The phone number that handles Howard County is 301-422-5080. They come out to our neighborhood about once a month. If you want it additional treatments then you have to call again. Thanks to Kathy Witte on Cypress Bay Court for sharing this information.

DRIVE LIKE YOUR KIDS LIVE HERE

All of us must commit to protecting our kids and pedestrians. Recently I have received reports of people driving @ 40 MPH during school bus stop times. SLOW DOWN!!! Hopefully, you have seen the new speed limit signs at the entrances to the community. Let’s do our part – Please slow down and keep our kids alive – drive like your kids live in this neighborhood!

YARD TRIM – NO MORE PLASTIC BAGS

In the August newsletter from Howard County Recycling Division, yard trim will no longer be accepted in plastic bags.To meet this change, residents must place yard trim out for collection in paper bags or reusable containers; sticks and branches may be bundled with twine. Some neighborhoods will begin the transition Sept 1st and those residents will be notified directly. Effective January 1st, 2016, yard trim in plastic bags will not be collected. COMMUNITY MONEY AVAILABLE

Money has been appropriated to have some type of neighborhood party/activity. Team up with your neighbor and plan a holiday party, cookout, or something. Reach out to a Board member or contact your block captains! All requestors can receive up to $250 for their event.

SIGNS AT FRONT ENTRANCE

Please do not place any signs in the median. They can impede the vision of traffic leaving our neighborhood. Please share this with your realtors, sports team, and other community events. We are not opposed to posting signs on either side of the street but we request that the median remains sign free. Thanks.

SEPTEMBER HOA MEETING

TVO I HOA meeting is scheduled for Tuesday, September 22, 2015 at 7 pm to 8:30 pm in the Miller Library. Some discussion points will be additional street lighting, speed education campaign, and the bylaws revision. Invited Guest (not confirmed) Howard County Police Department’s Neighborhood Resource Officer. We continue to make progress in the community, please come out and help shape activities for the 2016 CY. The March meeting minutes will be distributed beforehand as well as an agenda. Proxies will be available. We expect to see you there.

TVO I COMMUNITY DAY

TVO I Community Day will be held August 22, 2015 from 3 pm to 6 pm at the Pebble Beach Community Area. Hot dogs, burgers, veggie burgers, chips, water, ice cream, games, and other entertainment will be available. So bring your coolers (juice boxes, sodas), lawn chairs, umbrellas, and a smile. Come join old friends and meet new ones as well.

Watch for the TVO I Speed Education Campaign. All of us must commit to protecting our kids and pedestrians. Hopefully, you have seen the new speed limit signs at the entrances to the community. Let’s do our part – Please slow down and "Keep Our Kids Alive – Drive 25" or less!

There is still time to get your voting privileges for 2015. Only voting members can vote on upcoming activities at the September meeting. If you haven’t paid the $75 fee, please contact a Board member for assistance.

2nd Annual TVO I Community Day will be held on August 22, 2015 from 3 pm to 6 pm at the Pebble Beach recreation area. The rain date (if needed) will be Sunday, August 23. This will be a community picnic and a neighborhood networking event. Bring your chairs and an umbrella, we’ll take care of the rest! Additional details will be forthcoming. Looking for volunteers to help with this event, please contact a Board member.

SLOW DOWN!
Shamefully most of the speed violators are teenagers, moms and dads that live in our community. All of us must commit to protecting our kids and pedestrians. We will continue to work with the HCPD and our elected officials to push for a solution to this problem. Watch for the TVO I Speed Education Campaign – coming Summer 2015!

2015 VOTING PRIVILEGES

Approximately 40% of TVO residents do not have voting privileges for CY2015. There are always issue to vote on such as upcoming bylaw revisions and zoning issues for the two properties at the corner of Pebble Beach. Our agenda continues to expand and we need your vote to continue to get things done. Get your voting rights by our September 2015 HOA meeting. Need an invoice, let me know.

Money has been appropriated for neighborhood groups to have some type of "get together" such as block party, play dates, movie night, etc. Each group can receive up to $250 for their event. One of the stipulations is that alcohol receipts will not be accepted. We hope this money and your activities will continue to enhance our neighborhood ties. Reach out to your block captains!

GARDEN CLUB CONTEST

The Garden Club announced the winners of the first "Best in Show" competition for June 2015. Neighborhood gardens were submitted to the Garden Club via nominations. The group visited each garden and voted. Congratulations to the winners:

Please SLOW DOWN! Some neighbors still drive too fast through our neighborhood streets. I receive incident reports from adults all the time about their experiences along Pebble Beach Drive. Numerous HCPD traffic studies indicate that our average speeds are 32 MPH. THAT IS WAY TOO FAST!!! Statistically check out what this UK study states:

COMMUNITY FUNDS

At the March TVO I meeting, $4000 was approved for community building activities. The funds are intended for block parties, after school events, book clubs, and other activities that will strengthen the TVO I community. All activities must be submitted to the TVO Board for approval. Here is a great opportunity to coordinate with your block captains. Look for a separate email with more details this week.

BYLAW REVIEW COMMITTEE FORMING NOW

TVO I ‘s Bylaws was last amended in March 1992, 23 years ago. TVO I Bylaws are currently under review by a volunteer neighborhood attorney. We are interested in forming a 3-4 person ad hoc committee to review and discuss the bylaw changes. We are seeking 3- 4 volunteers to attend up to two meetings this summer to review and revise these documents. Our intent is to vote on a revision at our September 2015 meeting. TVO Community Yard Sale is Saturday, May 9th rain or shine.

TVO ‘s #1 PROBLEM

Neighborhood Speed. SLOW DOWN! Please SLOW DOWN! The weather is changing and the kids will be outside again. The speed limit is 25 MPH throughout the neighborhood. Watch out for the kids and all pedestrians!

We are still discussing solutions with Councilman Fox, HCPD, and HC Traffic Engineering. I have been asked by HCPD to educate our residents that this is a problem. We have a problem!!! Most perpetrators are people that live in our community. Please limit the distractions as you travel through the neighborhood and be mindful of your speed.

STOP FOR SCHOOL BUSES

There have been reported incidents of TVO neighbors not stopping for the school buses to load and unload children. According to Maryland law, if the lights are flashing yellow or red, you must stop for the school bus. Do not pass or rush pass the bus to keep from getting stuck. Please obey the law and keep our children safe.

STREAM RESTORATION PROJECT COMPLETE

The Pinehurst Court Stream Rehabilitation Project appears to be complete. Please walk through and take a look.

SOLAR INSTALLATIONS

In recent weeks , the Board has reviewed some solar installations for the community. As solar becomes more popular, I would like to suggest that if you have an interest, please communicate with the TVO BOD for architectural review. The current BOD is serving as the Architectural Review Committee. The State of Maryland prohibits community associations from blocking installations, but we are allowed to have concerns over the location and aesthetics of the installations. This issue will be discussed at our next general meeting in September.

VOLUNTEERS NEEDED

We need your help to continue building a stronger neighborhood. The Board of Director’s goal is to strengthen the neighborhood’s HOA with an army of volunteers. We need more involvement.

Over the next 5 years, it is estimated that over 1,000 new residences will be built within a five mile radius of TVO. We must maintain our reputation as a great community. This starts with community involvement and activities. I think we have some clear advantages over the newer subdivisions, but we must show it and promote it. Our sense of community will be a major selling point to new buyers.

Our efforts should also focus on people, like me, that have committed to raising their families here. There are numerous topics to explore but we do not have the resources. Some areas of interest are: 1) Improving street lights. 2) Improving pedestrian safety in the community (speeding). 3) Improving walking paths. 4) Replacing street signs.5) Modernizing our Bylaws. 6) Recreational/playground space.

We need volunteers to explore these opportunities. Consider volunteering to strengthen your neighborhood. Contact a BOD member to learn more.

MARCH 2015 – TVO I MEETING

TVO’s March meeting went very well. We had about 25 to 30 people including the five member Board of Directors. This represented 21% of eligible voters. We were able to vote on the 2015 budget, activities for the summer (egg hunt, yard sale, picnic). The Garden Club gave a summary of their activities. The Volleyball Club reported they raised $1400 for Operation Smile at their annual tournament.

One of our neighborhood Girl Scouts presented and asked for our support as she talks with the County to improve pedestrian safety at the RT40/Hwy 144/Pebble Beach Intersection more. Of course , we are willing to help her 100%.

The unofficial meeting minutes will be available in the next 30 days.

SPEEDING ISSUE

People driving too fast is still an issue for our community. We were unsuccessful in getting the County to put up additional stop signs along Pebble Beach and Boca Raton Dr. HCPD suggested that start educating our neighbors. SLOW DOWN. Please SLOW DOWN. Our current 2015 voting participation is 44%, which equates to 140 of the 316 homes. Our goal is to add at least 60 more homes over the next two months. HOA MEETING – MARCH 11, 2015 – TVO I MEETING

The date has been set for March 11th in the Patapsco Room at Miller Library at 7 pm. We have several action items to report on such as the stop sign initiative, Garden Club activities, exploration of mandatory dues, and bylaw revisions. An agenda, proxy instructions, and the unapproved minutes from our September meeting will be sent in a separate email. Please mark your calendars.

VOTING MEMBERSHIPS ARE DUE

2015 voting membership invoices have been sent to every household. As a resident of TVO I, your homeownership make you a member of the community HOA. Your annual dues grants you voting privileges in any neighborhood issues for the year. Please submit your invoice prior to the March 11th meeting to have voting rights. Remember one vote per house.

SUCCESS: RT 40 / RT 144 / PEBBLE BEACH

In October 2014,TVO I asked the state to evaluate the two lanes on 144 that is turning west on 40 or keeping through onto Pebble Beach Drive. It is listed as SR0216347. The County was asked to at least mark the two lanes for either the westbound turn or the drive into Pebble beach. I received an email from George Miller, traffic engineering manager for the State Highway Administration.

"The SHA conducted a review, based on your comments, to determine if additional traffic control measures were needed at the intersection. It is our understanding that that you have observed several instances where two vehicles simultaneously travel through the intersection from eastbound MD 144 to Pebble Beach Drive.

The results of our review suggest that left-turn arrow pavement markings installed along eastbound MD 144 at US 40 and supplemented by an overhead left turn sign would clarify the specific lane use at this location. SHA is pleased to let you know that the recommended pavement markings and signing are expected to be installed in the Spring."

Another success for our neighborhood. We also discussed pedestrian safety for the same intersection. We will keep our fingers crossed.

VOLUNTEER OPPORTUNITIES

We need you to help us continue building a stronger neighborhood. As I read emails and speak to a lot of you, there are a number of neighborhood items that people want to discuss. The Board of Director’s goal is to improve the leadership infrastructure with an army of volunteers. Some topics presented to me were: 1) Improving street lights. 2) Improving pedestrian safety in the community. 3) Improving walking paths. 4) Replacing street signs. 5) Improving pedestrian safety at Rt. 40 and Pebble Beach.

Our challenge is forming committees to explore these opportunities. We are still developing a strategy but we need you. Consider volunteering to strengthen your neighborhood.

Come to our March meeting to discuss a game plan. Your involvement can be a vital part to building a vibrant, healthier community.

TVO is currently setting the date for our March 2015 meeting. We will have a full agenda to discuss. The unapproved minutes from the September 2014 meeting will be distributed along with an agenda. We have several action items to report on such as the stop sign initiative, Garden Club activities, exploration of mandatory dues, and bylaw revisions. There is a lot more to discuss. NEIGHBORHOOD SAFETY

As most of you know, we experienced a wave of mischief around the holidays. Reported incidents have decreased. However, we still have a responsibility to make our neighborhood as safe as possible. TVO I is asking each of you to continue with your precautionary measures such as turning on exterior lights and watching for suspicious activity. I know that some people installed motion sensor lights around their homes to help out.

PARENTS: We still need your help. Please talk with your kids to make sure our neighborhood kids are not involved and to help them understand the consequences of being caught. The community would prefer that this type of behavior would just come to an end. So far so good! Knock on wood!

2015 "VOTING" MEMBERSHIPS

Membership notices will be distributed earlier than normal in 2015. Our intent is to distribute the notices at no later than February. TVO I consists of 316 homes. In 2014, 60% of the homes or 189 households, had voting privileges. As written in our bylaws, all 316 homes are members of the HOA but only members current with their annual dues are eligible to vote on community issues. Look for your "voter registration" in February 2015.

FINAL CONTROLLED DEER HUNT

The final controlled deer hunt in The David Force Natural Resource Area is scheduled for Wednesday January 28, 2015. Hunters are allowed to use either a bow or shotgun, according to a county release. The hunt hours will be from dawn until noon. Please exercise caution if you are walking near the park that morning.

Thanks to the Schubert’s for placing the holiday wreaths at the front entrance.

PRANKS/VANDALISM

There have been recent reports of pranks in the neighborhood. Several neighbors on Carlee Run have experienced door bell bandits that hide and yell obscenities from afar. Some recent incidents involved missing pumpkins and eggings. Other incidents are too foul to mention. Police reports were filed and we are asking the county for increased patrols through the neighborhood.

PARENTS: Please speak with your teenagers about this issue. This behavior will not be tolerated and if they are caught by the police, they will be prosecuted. Hopefully, this small group will get the message and cease their activities. Thanks for your cooperation and assistance.

2014 TVO DIRECTORY IS HERE!

Roughly 70% of the directories have been delivered to the block captains. We hope every one receives a 2014 TVO Directory in the next week or so. Contact your block captain or let me know if you have not received it. Thanks.

SANTA VISIT

Ellicott City Volunteer Fire Department will escort Santa through our neighborhood on Wednesday, December 17th starting at 6 pm. The trucks are usually blaring their sirens as Santa makes his way through our community. The parade route is Pebble Beach to Boca Raton to Boones Lane. We are suggesting that your children come to the main streets and try to congregate in large groups. Our community is large and we would like to minimize the number of stops. After all it is a school night for the kids. Please contact any Board member for additional details.

STREAM RESTORATION PROJECT
