STREAM RESTORATION PROJECT

The County has completed the designs and is in the process of obtaining permits and rights of entry for two of the water quality improvement projects in the Turf Valley Overlook neighborhoods:

· Pebble Beach Pond Retrofit

· Pinehurst Court Stream Rehabilitation Project

We anticipate beginning construction on the projects within the next 3-6 weeks. Letters will be sent out to the property owners adjacent to each of these projects, respectively, to notify them about the construction later this week. The letters are attached for your information and use in communicating the information to the greater communities via your newsletters.

TREE TRIMMERS ARE STILL HERE!

Remember the summer tree trimmers that were along Pebble Beach? They are still in the neighborhood and working their way back to RT 40. They are currently raising the canopy on Timber Trails Ct.. I have been told several times that the contract is to complete the entire neighborhood. So, I have to trust them at their word. Please watch out for them and make adjustments with park cars. Thanks.

2014 TVO DIRECTORY IS HERE!

Shamefully, schedules ran amuck and we have not delivered the 2014 TVO Directory. It is our intent to engage the block captains and get these delivered before Thanksgiving. TASK FORCE – STREET SIGNS

We are still seeking task force members for the Street Sign Task Force. Jeff McConnell (Doral Ct.), TVO I Member -at-Large, has agreed to chair this task force and will report on this matter at our March meeting. We are seeking 3-5 volunteers to serve on the committee. RT40/144

In spite of the traffic signal improvements, we are still having issues with the Rt. 40/ 144 intersection. Rt. 40 is a busy intersection and will most likely get busier due to future development. One neighbor has suggested installing a red light camera for those cars that blow through the intersection. This past Tuesday (10/28), while changing light bulbs at the monuments and talking with a TVO II family on a nightly walk, I realized how extremely unfriendly that intersection is for pedestrians. We have an issue that is worth discussing.

CONTRACTOR RECOMMENDATIONS

LEAF RESPONSIBILITY

Howard County does not pick up leaves in our neighborhood. Each household is responsible for their own leaf clean-up.Leaves can be disposed of by taking them to the Alpha Ridge landfill and /or bagging them for County pick-up on Thursdays. Please do not blow leaves into the street and leave for the County. Remember- there is no County service. Please try to minimize the number of days your bags sit on the curb as well. It detracts from our neighborhood beauty. Please be courteous by disposing of your leaves properly.

HALLOWEEN PARADE
The parade is scheduled for Wednesday, October 22 and will start at 7 pm on Dunes Drive and conclude on Congressional Court. The Marriott’s Ridge High School (MRHS) Marching Band will lead all of the neighborhood ghosts, ghouls, and goblins down Pebble Beach Drive to Boca Raton and end up in Congressional Court.

The HCPD and HCFD will be on hand as well for safety reasons. We ask that all residents help us by clearing all cars and leaf bags from the parade route on that night. Many thanks to Kate and Kevin Powell (Congressional Ct.) for chairing this event.

TVO I -STOP SIGNS

At the September HOA meeting, it was discussed that TVO I would ask the County to install several stop signs in the neighborhood. The HC Traffic Engineering Division provided us with nine traffic studies conducted since 1994 and TVO clearly have an opportunity to reduce vehicle speeds and to improve pedestrian safety. A letter has been sent to Councilman Greg Fox and to Kris Jagarapu, HC Traffic Engineering Division for assistance on this matter. NEIGHBORHOOD SPEEDS

Schools are opened again. I would like to remind everyone that neighborhood speeding is always a concern. We have cars, vans, SUV’s, delivery trucks, and construction vehicles that all exceed the speed limit of 25 MPH. Please be mindful that the kids are out walking, riding bikes, or playing in their yards. The kids will forget to look for you so please remember to look for them. Please watch your speed when driving through the community.

SEPTEMBER HOA MEETING

Next meeting is September 9, 2014 at 7 pm to 8:30 pm in the Miller Library. Come out to hear what is next for our community!! We expect to see you there. Block captains are expected to be there.

FRONT ENTRANCE CLEANUP

You may have notice that the front entrance is receiving a facelift. TVO I BOD has contracted Brickman to do some minor cosmetic work to our front entrance. The major complaint in the neighborhood is the appearance of the front entrance. We are taking action to fix some of these issues. Some of the completed work include:

1. Cutting the holly trees back and lifting them off the monuments.

2. Remove three viburnums trees to make all of the monuments visible.

3. Heavily pruned all overgrown trees on the right side (entering TVO) so that the monuments can be more visible.

4. Replaced the light bulbs. Replaced the light sensors with a timer.

In the coming days, Brickman will remove all of the liriope and prep the area for the fall seasonal plantings. Going forward, the monuments will be on the same planting schedule as the median. We will also have the monuments power washed in the near future.

COMMUNITY CLEAN UP DAY

TVO I would like to thank the men that showed up for the cleanup day for the community recreational area. Thank you Lyman Goon, Kevin Powell, FJ Collins, Ken Hertel, Mike Keenan, Tony Tavares, Mike Groman, Dennis Frey. You are all superstars. I truly hope I did not omit someone!

STREAM RESTORATION

Coming Fall 2014! A stream restoration project known as the Pinehurst Court Stream Rehabilitation Project; pond retrofit project, known as Pebble Beach Retrofit Pond #2; pond repair project, known as Turf Valley Pond #3; opportunities for tree planting; and opportunities for credits and reimbursements to the Watershed Protection and Restoration Fund. TVO I COMMUNITY DAY

Although Mother Nature forced us to wait until Sunday. I think we had a great turnout and a great picnic. The unofficial count was 130. Some believe there were more in attendance. Kids played frantically throughout the day. Neighbors talked enthusiastically. I met several of the original owners that still reside in the neighborhood. Thanks to the TVO BOD for making this happen. Thanks to all that volunteered. Thanks to all that came out. Unequivocally, It was a great day for the community!

The next TVO I meeting is scheduled for September 9, 2014 at 7 pm to 8:30 pm in the Miller Library. An agenda is forthcoming. A lot is happening in the community from the stream restoration project to opening of the new community space. Come out to hear what is next!! We expect to see you there. TVO I TREE TRIMMING

The tree trimmers will raise the canopy of the entire neighborhood. They will be here all summer and will work on every street in the neighborhood. NOTE: 1)Talk to your kids about safety around them. 2)Be aware of their location. 3)Move your car off the street when they are close to your area.

COMMUNITY CLEAN UP DAY

Seeking volunteers for August 16th from 8 am – 11 am. This is a solid date if weather permits. We are seeking volunteers to do some light landscaping activities in preparation of opening our new community space located on Pebble Beach Drive across from The Concord Court. We will need at least one pickup truck for debris removal. We will employ the services of our landscaper, Brickman, for the heavy lifting and maintenance.

We would like to use this area in the same manner as the Boones Lane Field. This will give our residents a community space in the center of the neighborhood. Call a Board member to volunteer! MRHS students – a great way to earn service hours. Watch the email traffic for additional details.

STREAM RESTORATION

A stream restoration project will begin this fall in TVOI. It was announced back in May 2014. Several TVO I Board members and about 20 TVO residents attended a public meeting to learn about this effort. County Government officials discussed the following elements of the projects: capital projects currently in design – the scope, schedule and construction access; stream restoration project, known as the Pinehurst Court Stream Rehabilitation Project; pond retrofit project, known as Pebble Beach Retrofit Pond #2; pond repair project, known as Turf Valley Pond #3; opportunities for tree planting; and opportunities for credits and reimbursements to the Watershed Protection and Restoration Fund. TVO I COMMUNITY DAY- NEW EVENT

1st Annual TVO I Community Day will be held in August 23, 2014 from 3 pm to 7 pm at the Pebble Beach Community Area. This will be a community picnic and a neighborhood networking event. Hot dogs, burgers, chips, water, ice cream, games, and other entertainment will be available. So bring your coolers (juice boxes, sodas), lawn chairs, umbrellas, and a smile. Come say hi to old friends and meet new ones as well. Additional details will be forthcoming. Looking for volunteers (set up, cooks, and cleanup) to help make this run smoothly, please contact a Board member.

COMMUNITY CLEAN UP DAY

Sometime in early July, we will be granted the right of entry from Howard County to use their land for a small recreational area on Pebble Beach Drive. This area requires some pruning to say the least. We will employ the services of our landscaper, Brickman, for the heavy lifting.

However, we will be seeking volunteers for addition labor to make this area usable for the entire community to kick soccer balls, play football, practice lacrosse stick work, play volleyball, catch baseballs to name a few activities. We would like to use this area in the same manner as the Boones Lane Field. This will give our residents a community space on both sides of the neighborhood. Call a Board member to volunteer! MRHS students – a great way to earn service hours. Watch the email traffic for the date and additional details.

TVO I DIRECTORY UPDATE

We are currently reviewing and collecting information from all our communities to publish our first TVO I Directory since 2008. The expected delivery date is August 1, 2014.

This directory has served as a great, private neighborhood resource. The TVO Directory includes residents from TVO I, TVO II, Clubhouse Overlook, Carlee Manor, and Dunes Vistas. The directory will include a great map of the community, a list of officers, a list of committees, and important County telephone numbers.

We are offering community businesses and service providers an opportunity to promote your business for a nominal fee of $10. Ideally, this is for neighbors with small businesses but we are not limiting participation.

TVO I COMMUNITY DAY- NEW EVENT

Each year approximately 8 -10 homes are sold in TVO I. This year will be no different. Block Captains please say hello to your new neighbors and keep us posted so we can properly welcome them to the neighborhood. We have an official welcome packet that we would like to distribute.

2014 MEMBERSHIP DRIVE
Every homeowner is automatically a member of TVO I. A voting membership is granted to all dues paying members in current status. Our $75 fee is the lowest investment of all the neighboring communities. A small investment to protect your neighborhood. Please remit your invoice ASAP. Thanks in advance.

TVO I COMMUNITY DAY- NEW EVENT

Mark your calendars and join us for this first time event. The Board is planning the first TVO I Community Day for late August 2014. The exact date has not been selected – although Saturday, August 23rd is the frontrunner. This event is designed to bring all neighbors together to meet and greet, build new friendships, and to close out summer. We are a community – whether you have school age children or you are retired. We have common issues and common causes.

Invitations will be sent to the surrounding TVO communities (TVO II, Carlee Run, Boones) to participate as well. If you are interested in helping organize this event, please contact a Board member. Additional details will be in next month’s newsletter.

TVO HOUSE FIRES

Unfortunately, our neighborhood experienced two house fires in recent weeks. One fire was in TVO I and the second was in TVO II on Poland Springs Ct. I would like to inform the community that both fires were ruled accidental. The official causes of the fires have not been released. Now is a good time to revisit fire safety in your home.

TVO I FIRE ASSISTANCE

As you know, the Hamiltons at 2939 Timber Trails Court was displaced by a fire almost two weeks ago. The family has secured temporary housing in the immediate area.

These displacements can last for months, please keep the family in your thoughts as they move forward. You can still donate to the family for food/ restaurants, clothing, and other life essentials. Do whatever you can, I am sure it will be appreciated. Please contact
Chris at topherj or 443-745-5534 to coordinate drop offs. Thanks in advance for your willingness to help.

TVO I ENTRANCE LIGHTS
You may have noticed that our front entrance lights are constantly on. We have discovered that the sensor is broken that controls the off/on function. TVO I Board of Directors has accepted the recommendation from Landscaping Chair Holly Ritter and we have commissioned the electrician to replace the sensor with a timer and to replace the bulbs with LED lights. The work should be completed by July 1 or sooner. Thanks Holly for your diligence.

ENTRANCE TREE TRIMMING

A tree trimming service is in the neighborhood today and will be working its way through TVO I.

As you enter the neighborhood on Pebble Beach, you may have noticed the bank of trees that line the sidewalks. TVO I has received several complaints about dead branches and debris on the sidewalk that impedes walkers. The County Parks and Recreations Department has been contacted about this concern. They have scheduled an inspection for some time next week to review the problem and to devise a solution. We will keep you posted on this phase of the project. Next step – the houses!

NEIGBORHOOD COURTESIES

Please be courteous and respectful to your neighbors by honoring these small principles.

tSpeed limit is 25 MPH throughout the neighborhood. Remember kids are out playing and are not always watching for vehicles. Be Alert! Drive the speed limit! Feel free to report commercial vehicles to their companies. Safety for our neighborhood is top priority.

tDo not jump homeowner’s fences to retrieve balls at Boones Lane. I am very concerned about safety issues. One neighbor has a pool and it is very concerning. Please knock on the door to see if someone is home. Be respectful of their fences and privacy. Please share with your kids.

tRemember to pick up after your dogs when you are out walking them. Please take your bags with you as well.

NEW TVO I NEIGHBORS

Each year approximately 8 -10 homes are sold in TVO I. This year will be no different. Block Captains please let us know if you have a home in transition so we can properly welcome our new neighbors and give a best wishes to our old friends. I know that 2915 Timber Trails is expecting new neighbors as is 10320 Congressional. If you know of others please let us know.

2014 TVO COMMUNITY YARDSALE

Our annual yard sale is scheduled for Saturday, May 17 from 8am-2pm – rain or shine.

Please email Tammy Brown at tamboriffic by **10am on Friday, May 16** to get on our map which, will be distributed at the Rt. 40/Pebble Beach entrance.

Join forces with your neighbor and consider having your kids sell lemonade or baked goods. Special mention will be made on the map for moving sales, large furniture items, and bake sales! Thank you!

TVO I households should have received the 2014 "neighborhood investment" invoices. Our $75 membership is the lowest investment of all the neighboring communities. ANNUAL EGG HUNT

Thanks to Lisa Delmonte (Pinehurst Ct.) and her group of volunteers for putting together a wonderful event. Hundreds of candy filled eggs were hidden in three sections of the park. The kids were divided by ages to search for eggs. It was quite the site to see the mad rush to get the eggs.

It was great to see so many neighbors out on that nice spring day. Thanks again to Lisa and her crew for their efforts this year and years past.

GRASS AND YARD TRIMMINGS
Please visit the Howard County web site ( www.co.ho.md.us) for lots of good information on disposing of yard debris. For grass clippings they suggest "grass cycling" which is leaving the clippings on your lawn. This returns nutrients to the soil and improves lawn quality. If you do not want to do this then they urge you to bag them in paper not plastic. Place curbside for pick up on our recycling day.

COMMUNITY STEWARDSHIP

Each year, winter months take its toll on local nonprofit organizations. This winter was tougher than most due to the severity of the cold weather. Some expenses like snow removal more than tripled for some organizations and food banks took a big hit. There are numerous organizations that could use your time and or financial contributions to restore their budgets. Please think about your shelters, food banks, churches, nursing homes, and all organizations that rely on us, the public, to keep them operating. Thanks to Lyman Goon (Greenbriar Court) for the reminder that we can and should help out. Volunteer or donate today!

TVO I elected a new Board of Directors on March 11th at the biannual meeting. Thirty one voting households were represented. This slate of officers were elected unanimously to serve the community beginning May1, 2014. Here is the 2014-2016 officers:

VICE PRESIDENT’S NOTE

I would like to remind everyone that it is very important for us as a community to try and resolve conflict(s) with our neighbors through face-to-face conversations, our block captains, and/ or the HOA. In the past few months, we’ve had letters delivered anonymously to address issues. Most recently, several incidents were reported involving snow removal and clearing of the sidewalks. Please be aware that this type of behavior is not our first approach to resolving neighborhood issues. There are always issues such as dog waste, visible trash cans, street parking, and lawn care that seem to be at the forefront. We have designated block captains to serve as liaisons to the TVOCA to help resolve these complaints and concerns.

The TVOCA is here to help protect everyone. If you are having an issue with a neighbor that cannot be resolved, please reach out to the HOA for help. Never take the matter into your own hands. Thank you.

2014-2016 BOARD OF DIRECTORS ELECTION – MARCH 11, 2014

TVO I will hold its bi-annual meeting on Tuesday, March 11, 2014, from7-9 pm in the Patapsco Room of the Miller Library. The floor will be open for nominations for all five Board positions and a vote will be taken that evening. We need a minimum of 28 households present to conduct a vote. In order to vote you must be current with your 2013-2014 HOA dues of $75. Don’t assume your neighbor will attend for you – make sure you are there in person. If you cannot attend the meeting, you can vote by proxy. Contact your TVO I Secretary Kirsten Willging at kwillging to register your proxy and obtain any additional information.

Some agenda items will include a recap of the volunteer/block captain meeting, upcoming spring/summer events, the landscaping contract, vacant committee positions, and a budget review. This is the most important meeting of the year. Come on out and make your voices heard. Get involved – this is your neighborhood – looking forward to seeing everyone there!!!

VOLUNTEER OPPORTUNITIES

Every HOA is constantly looking for dedicated and talented homeowners to join their cause.

It’s no secret that volunteering can be a time and energy consuming endeavor. However, volunteering can be a fun, rewarding, and essential way to building a stronger neighborhood. Without volunteers to lead and manage the association, things would start to unravel; property prices will drop; apathy becomes the norm; and the sense of community is lost.

TVO I is always looking for volunteers. We have several committee positions to fill. Come to our March 11 meeting to learn about the volunteer opportunities in areas like landscaping management, welcoming committee, block captains, and special events. Your involvement can be a vital part to building a vibrant, healthier community.

2014-2015 MEMBERSHIP DRIVE

For the 2013-2014 membership drive, only 56% of households (176 out of 316) paid their TVOCA membership dues. Our annual membership drive will launch in April and we are striving for 100% participation. Our $75 HOA dues are the lowest investment of all the neighboring communities. NEW TVO I WEBSITE UNDER DEVELOPMENT

A new website is under development for the TVO I community. Thanks to our volunteer webmaster Stacy Ichniowski, the site is 90% developed and we are in the process of populating the pages with relevant documents and content. The site will hold our bylaws, covenants, conditions, and resolutions (CCR’s), meeting minutes, membership statements, neighborhood events, newsletters, and other relevant communications. The intent is to create a website that houses all of our relevant HOA information. The new site is proposed to launch in March 2014.

The inaugural Garden Club meeting was held on Wednesday, January 22. The group is eagerly anticipating the warmer spring weather. They discussed starting a spring plant swap among members, exploring ways to help beautify the neighborhood and possibly common areas, and participation in local gardening clubs and related events.

The group will meet on the fourth Wednesday of every month in designated members’ homes. The next meeting will be at 7:30 pm on February 26. Contact Angela Nichols at warnic6 if you would like to be included in future emails. A message will be sent to the email list with additional information as the meeting date gets closer.

BLOCK CAPTAIN/ VOLUNTEER MEETING

A meeting was held on January 14 to re-establish the relationship with known block captains, event chairs, and other volunteers for community activities. Approximately 18 people were in attendance. As stated earlier, the purpose of the meeting was to listen to each other and develop guidelines for both current and future volunteers. The group is currently engaged in two-way dialog to summarize the details of the guidelines. The guidelines should be complete prior to the March meeting.

TREASURER NEEDED FOR TVOCA

TVOCA is seeking a treasurer to serve the community. The treasurer is in charge of receiving and dispersing community funds for activities, events, and other neighborhood obligations. He or she manages and reports the organization’s finances to the TVOCA BODs and the neighborhood during the meetings and as requested. The treasurer is responsible for the annual membership collection process and for filing an annual statement with the MD State Department of Taxation. We are currently in “Good Standing.”

The treasurer should have a basic knowledge of balancing a checkbook and keeping records using financial software like Excel, Microsoft Money, or Quickbooks. We currently use Microsoft Money to track our finances.

Craig Fingerman, our current treasurer, estimates the job requires about 25 to 30 hours of his time each year. Craig is available to facilitate a smooth transition. We would like to have a replacement nomination by the March TVO I meeting so we can present you to the membership and conduct a vote.

This is a great opportunity to strengthen your accounting skills, show volunteer work on your resume, and give back to our community. If you are interested please contact any BOD member. Email addresses are listed below.
